Yes the employer can pay expense based on receipts, tax free above the scale rates as long as the expense:
• is reasonable
• wholly and exclusively for the need of the business
• and that they were travelling for business.

National Insurance is still payable if you are in employment up to State Pension age. As you are not in paid employment then no National Insurance is payable by you.

RE: Submitting CF83 form late due to Future Pensions delay on callbacks

Yes you should complete the CF83 online and submit:
Apply to pay voluntary National Insurance contributions when abroad (CF83)
Everyone who submitted the callback form can be assured that DWP will call them back and any payments they subsequently choose to make will be treated as having been made within deadline.
There is no further need to contact DWP or HMRC.
DWP will contact people who filled in the DWP callback form, prioritising those at or nearing State Pension Age.
You can also check the progress of your correspondence once submitted through:
• Check when you can expect a reply from HMRC or
• your personal tax account or
• the official HMRC app

The quote you refer to is in respect of any correspondence you have with us for example reply letter, form etc.
It does not refer to a bank payment.
As previously advised the correct reference for overseas customers is set out in:

Unfortunately the forum doesn’t have access to your tax records.
You should look at the tax calculation that has been produced in relation to the entries on your tax return.
Please see the guidance at:

if your expenses against self employment exceeded your income from that source in the appropriate year.

The majority of payments for customers using the online Check your State Pension forecast service will show on their National Insurance (NI) records within five working days.
However, some payments may require manual processing, and these are being completed in around 8 weeks. More complex cases including international payments requiring further checks can take longer to resolve depending on individual circumstances.
DWP is experiencing high demand and will update customer pensions as quickly as possible. Customers will have arrears backdated to when they made payment to HMRC.
