Hi Ken,
You need to refer to trade tariff to check if the medication you are imported is restricted or has import controls. You may also need to contact DHL to find out why it was returned by UK customs.
Trade Tariff: look up commodity codes, duty and VAT rates.
Anything posted or couriered to you from another country goes through customs to check it is not banned or restricted and you pay the right tax and ‘duty’ on it.

Hi chriswb,
Please provide a cover letter with the claim to explain why you think the evidence of value is not necessary.
Use form BOR286 if you have used Royal Mail or Parcelforce.
Report incorrect Customs Duty or VAT on items imported by post (BOR286)
Use form C285 if you have used any other courier.

RE: Claiming back tax on a US purchase that has been returned.
Hi,
The party who has paid customs charges can reclaim if goods are returned back from UK.
If you claiming a repayment on behalf of someone else you may need a letter of authority and/or a cover letter with the claim.
It will be a discretion of repayments team to provide a refund.
