RE: apply the Self Assessment without NI number?
Hi Chan,
You have not said why your mother needs a NI number.
I assume you have tried to use this link to apply –
Apply for a National Insurance number and because you have presumably stated ‘not working or looking for work’
The response states you cannot use this service to apply. It does not say you cannot apply -

It goes onto say –
If you were told to apply for a National Insurance number to get benefits or a student loan paid, you should not use this service. We will contact you and tell you how to apply for a National Insurance number.
If you entered your mobile number as part of your application for benefits or a student loan, we will send you a text telling you what to do. If you did not provide your mobile number, we will send you a letter.
You cannot apply for a National Insurance number for any other reason. For example, you cannot apply for a National Insurance number only because you need to open a bank account, open an Individual Savings Account (ISA) or pay into a pension.
If you have been told you need a National Insurance number for any other reason, contact the organisation that told you this. They should have an alternative process for people who do not have a National Insurance number.

RE: Voluntary class 2 NI payments for Maternity allowance
Hi Jonathan,
You will need to contact the Benefit Claims Helpline on 0800 055 6688 to make a claim for Maternity Allowance (MA).
• You will need your MAT B1 form from their midwife.
• The DWP will identify if you need to pay your Class 2 NICS early to qualify for the higher rate of MA.
• Where early payment is necessary the DWP will immediately contact HMRC who will issue a payment request to you if required and the DWP will write to you to advise the outcome of your claim and if they have contacted HMRC.

National Insurance contributions cannot be transferred from one country to another (this applies before and after Brexit).

RE: National Insurance for Self Employed after reaching pension age
Hi zdi98,
Thank you for your query.
Once somebody reaches State pension age they will no longer be charged National Insurance on any earnings you receive. Your State pension is only calculated from tax years you paid National Insurance up to reaching State pension age. As long as you have had at least 10 qualifying years of National Insurance before reaching State pension age, you will be eligible for a State pension. If not, then unfortunately you currently will not be eligible for the UK State pension.

Sorry for any inconvenience caused, but if you could call our National Insurance Helpline on 0300 200 3500 (from the UK) or +44 191 203 7010 (from overseas), they will be able to check your National Insurance account and arrange for any money to be allocated correctly.

RE: Class 2 or Class 3 voluntary contributions to pay from abroad and when to stop?
Hi Chris,
To check your entitlement to a UK State Pension may I ask that you apply for a State Pension Forecast via Check your State Pension forecast.
This will advise if you have a full pension entitlement.
If, once you have received your Forecast, you wish to stop paying voluntary contributions then please call our National Insurance Helpline
on 0300 200 3500 (from the UK) or +44 191 2037010 (from overseas) and they will be able to help you.

Hi Edwin,
Before deciding to pay voluntary National Insurance contributions, your wife may wish to obtain a State Pension Forecast via Check your State Pension forecast.
The Forecast will detail her current and future entitlement to a UK State Pension.
If, after she’s received the Forecast, she would like to pay voluntary contributions then she should call our National Insurance Helpline:
on 0300 200 3500 and they will be able to advise her on how to make payment.

RE: Mechanism for paying class 2 NI contributions from abroad
Hi Pat,
Your Personal Tax Account (PTA) will always show any shortfalls of voluntary National Insurance contributions at the Class 3 rate.
If you have received a letter from us quoting the voluntary Class 2 contributions then please work off this rather than the PTA.
