This issue is discussed at 09. PAYE and payroll for employers under a thread entitled Unknown Employer in HMRC Account. I believe this is the tip of the iceberg, that many innocent taxpayers are being targeted by bogus ‘employers’ for some, as yet, unclear fraudulent activity/benefit. This is happening multiple times to some people and HMRC’s systems aren’t preventing it. HMRC isn’t protecting people’s personal tax accounts and is effectively facilitating the fraudulent activity. Neither is there any communication by HMRC with people so targeted , leaving the bogus ‘employer/s’ on personal tax accounts for months whilst an investigation is done. The common thread appears to be Romanian Nationals buying ‘off-the-shelf’ companies, then declaring ‘employees’ to HMRC. This is then automatically actioned by HMRC systems with no reference to the individual taxpayer. Contact your MP and complain to HMRC. This needs to stop.

This issue is not just confined to you people posting on this thread. I believe this is the tip of the iceberg. Contact your MPs. You can also make a complaint to HMRC. Frontline call handlers are not equipped to deal with this issue.
