I applied for a UTR via post over 4 weeks ago. When I check my Personal Tax Account, the status shows "complete," but I have not yet received the UTR number. Could you clarify what "complete" means in this case? Does it indicate that the UTR has been issued but delayed in delivery, or is there another step I need to take?
