Do I pay VAT on goods (fabric) that I'm buying in one EU country (ROI) and then having those goods transported to another EU country (Italy) to be upholstered onto chairs. Obviously, I will pay import VAT on the chairs when they are imported into the UK but I'm not sure about the fabric. Thank you.

Hi HMRC won’t be able to answer your questions on EU VAT requirements. Each EU country applies its own VAT rates. It is most likely that the fabric seller will be obliged to charge you local VAT if you do not have an EU VAT registration. It may also be a requirement that you register for VAT in the EU as the VAT registration threshold for non eu based businesses does not apply. You should maybe get some local professional advice to make sure you are compliant.

Hi Ciara Kinsella,
You will need to use the trade tariff tool to find the right commodity code for your goods.
Once you have classified your goods, you will need to use the trade tariff tool and check if your goods are covered by a trade agreement.
Also check that your goods meet the rules of origin and what proof you need.
