Hi,
  1. Yes, you can sell them and not pay CGT on the ISA ones. HMRC cannot advise you on how to get them out and you would need to discuss with your provider .  
  2. That is correct. We cannot advise on future events as legislation and/or plans may change. We also cannot aoffer any financial advise on the selling of the shares.
